The ICE agent who shot Renee Nicole Good three times at close range in Minneapolis last week was previously involved in a traumatic encounter in which he was dragged more than 100 yards by a suspected undocumented immigrant.
That’s according to new reports examining the background of Jonathan Ross, the ICE agent caught on film fatally shooting Renee Good as she attempted to flee officers on the morning of January 7.
Ross’s identity was revealed online after intense pressure following the shooting. Court documents confirming he was the officer who shot Good also described how he was seriously injured in a June 17, 2025 incident in Bloomington, Minnesota.

According to the New York Post, an ICE team had stopped Roberto Carlos Munoz, a suspect facing multiple charges. Things escalated when Munoz refused to exit his vehicle.
Reports state that Ross broke the back driver’s side window in an attempt to unlock the door from inside. Munoz responded by hitting the gas to escape, with Ross’s arm trapped between the seat and the car frame.
The Justice Department said Ross was dragged for more than 100 yards as Munoz sped away, swerving left and right in an effort to shake him loose. Ross sustained “significant injuries to his arm and hand,” requiring 33 stitches, according to DHS Assistant Secretary Tricia McLaughlin.
Munoz was later arrested and charged with assaulting a federal officer. He was convicted by a federal jury in December 2024.
Ross, who serves full‑time in Minneapolis as a member of ICE’s ERO Special Response Team, was involved in another incident last week — this time responsible for the fatal shooting of 37‑year‑old mother Renee Good.

DHS Secretary Kristi Noem defended the shooting immediately afterward, claiming Ross had acted appropriately. President Donald Trump also weighed in, saying Ross was lucky to be alive and blaming Good. Minneapolis Mayor Jacob Frey, meanwhile, issued a fiery warning to ICE, stating: “To ICE, get the f*** out of Minneapolis. They are not here to cause safety in this city. What they are doing is not to provide safety in America. What they are doing is causing chaos and distrust.”
Regarding Good’s shooting, Frey added: “They are already trying to spin this as an action of self‑defense. Having seen the video myself, I wanna tell everybody directly, that is bulls**t.”
